This paper explores the relationship between welfare ideology, regime type, and fiscal health. It examines the global rise of welfare populism, contrasting productive inclusion with populist transfers through key theoretical lenses. It then compares how democratic and authoritarian regimes shape welfare strategies, followed by an analysis of the fiscal risks of populist policies using data from the World Bank, IMF, and RBI. Finally, it turns to India, using state-level case studies to assess how welfare models, political structures, and fiscal outcomes intersect.
